5. Paying tolls on the A24/Blankenburg connection Fast, easy and safe The type of toll payment on the A24/Blankenburg connection is new in the Netherlands. This factsheet explains why toll payment is necessary on the A24/ Blankenburg connection and how e-TOL works.

APERTURA NUEVO PEAJE Desde la Embajada Real de los Países Bajos, nos informan sobre la implementación de un nuevo sistema de peaje en los Países Bajos. A partir del 7 de diciembre entrará en vigor el nuevo peaje en la nueva conexión A24/Blankenburg en la provincia de Holanda Meridional. Este peaje será obligatorio para todos los vehículos, tanto nacionales como extranjeros. El sistema de peaje se denomina e-TOL , y utiliza cámaras ubicadas sobre la carretera para capturar las matrículas de los vehículos, eliminando la necesidad de detenerse para pagar. No habrá casetas de peaje en esta conexión, lo que permitirá un flujo de tráfico más fluido sin necesidad de hacer cola. Tolls are charged on this connection. This is done through automatic licence plate recognition (called: e-TOL). Road use rs can proceed without stopping, but are responsible for paying the to ll themselves. They can pay in advance and afterwards, and also by automatic payment. All road users, both domestic and international, ha ve to pay tolls. With this letter, we would like to inform you about this and request you to disseminate this information to relevant parties in your network. Tolls on the A24 The A24 is a new motorway to the west of Rotterdam, connecting the A20 and A15. The new motorway will improve accessibility in the Rotterdam region , b enefit the economy and ensures better traffic flow. The proceeds from tolls will be used to recover part of the A24 construction costs. Therefore, te toll is temporary and is expected to end after 25 years. Pay toll without stopping The method of paying toll at the A24 is new in the Netherlands but is already applied in several European countries. Under the name e-TOL, road users on the A24 pay tolls without stopping at toll gates. Cameras take pictures and register the passing licence plates. This means the road user does won’t be wasting time due to queues , and traffic flows more smoothly. Road users are responsible for paying the toll on time. Payment for the use of the road can be made automatically or per trip online up to 7 days in advance or within 3 days (72 hours) afterwards. The personal data of users are protected in accordance with European privacy laws (GDPR). For all vehicles All vehicles must pay toll . For passenger cars, motorbikes and other light motor vehicles, the amount is €1.51. For trucks and other heavy vehicles from 3,500 kg, the amount is €9.13. The low rate also applies to zero- emission vans with a permitted weight of up to 4,250 kg. There is no

The toll applies to all vehicles, so vehicles with foreign licence plates also pay tolls. The toll amount i s indexed annually. Current rates are displayed on traffic signs and www.e- tol.nl show the current rates. Support and enforcement The Dutch government supports easy toll payment. The easiest way to pay is through automatically . To this end, a road user or company Signs up with an automatic toll payment provider that regularly invoices or automatically pays toll charges. An overview of automatic payment providers is available on the website www.e-tol.nl . Possibility to pay for each ride separately It is also possible to pay per ride. You can do so on the website www.e- tol.nl , with usual payment methods such as a credit card. If a road user forgets to pay, they will receive a payment reminder. If this is not paid on time , a fine will follow. Enforcement also applies to foreign road users. Physical enforcement also takes place on the road. RDW is toll collector on behalf of Ministry of Infrastructure and Water Management e-TOL is implemented on behalf of the Dutch Ministry of Infrastructure and Water Management by several national implementing organisations: RDW, Rijkswaterstaat, the Central Judicial Collection Agency (CJIB) and the Human Environmental and Transport Inspectorate (ILT). The government was unable to make enough funds available for the construction of the A24/Blankenburg connection. The motorway could only be built if users pay a toll for use of the A24/Blankenburg connection, with which part of the construction costs can be recovered. The new A24/Blankenburg connection will improve accessibility in the Rotterdam region and will benefit the economy. What is e-TOL? e-TOL is the name of the system of electronic toll payment for the A24/Blankenburg connection. e-TOL uses cameras above the road that take a picture of the vehicle registration number so that the road user does not have to stop to pay tolls. The A24/Blankenburg connection has no toll booths. Road users do not need to queue and traffic will flow better. How does e-TOL work? Key features of e-TOL Secure registration: e-TOL uses modern techniques. We protect personal data in accordance with the European privacy rules (GDPR). Communication to inform the road user: The road user is informed about the applicable toll on the A24/Blankenburg connection via signposting and campaigns. Always a different route without tolls: The road user can always choose another, existing route in the area where no toll is charged, such as the A4 (Benelux tunnel). For all vehicles: All vehicles must pay toll for the A24/Blankenburg connection, both Dutch and foreign vehicles. Emergency services and non-motorised vehicles: No extra toll is charged for non-motorised vehicles such as trailers, caravans and semi-trailers. Police, fire brigade, emergency medical services (ambulances) and funeral directors (hearses) are discharged and do not pay tolls for the use of the A24/Blankenburg connection. No reminder costs for the first 12 months: In order to get the road user used to paying tolls for use of the A24/Blankenburg connection, no additional reminder costs will be charged in the first 12 months after the opening of the A24/Blankenburg connection. After that, the recipient of a payment reminder will pay a reminder fee of € 8.00 if they are late in paying tolls. The tolling system for the A24/Blankenburg connection is temporary: Tolls are necessary to recover part of the construction costs of the A24/Blankenburg connection. This is called the ‘toll task’. We don’t know yet how long the toll system will remain in place on the A24/Blankenburg connection. That depends, among other things, on how many vehicles will be using this motorway. It is expected that tolls need to be charged for the A24/ Blankenburg connection for a maximum of 25 years. More information and contact options with the customer service can be found on the website www.e-tol.nl This is a collaboration between the Ministry of Infrastructure and Water Management, RDW, Central Judicial Collection Agency (CJIB), Rijkswaterstaat and the Human Environment and Transport Inspectorate (ILT). 3 Sign up for automatic toll payment: The easiest way for road users to pay tolls is to sign up with an automatic toll payment provider. An overview of the different providers can be found on www.e-tol.nl 4 Toll payment without registration: did the road user not sign up for automatic toll payment? Then they need to pay per ride on e-tol.nl. This can be done 7 days in advance or within 3 days (72 hours) after the toll ride. After that, the road user will receive a reminder. If the reminder is not paid on time, an additional fine of €35 must be paid. 1 Registration and photography: When a vehicle drives on the A24/Blankenburg connection, cameras take a picture of the licence plate. 2 Pay tolls: The system automatically determines the toll amount to be paid. This depends on the weight of the vehicle. In 2024 and 2025, the toll amount will be €1.51 for passenger cars, vans, motorhomes and motorcycles up to 3,500 kg. This rate also applies to electric delivery vans up to 4,250 kg. The toll amount for trucks, buses and other motor vehicles weighing more than 3,500 kg will be €9.13 in 2024 and 2025.
